Cass 5 is a demanding document, and very few brokers have managed to perform their Client Money Calculations according the the FSA requirement - this isn't helped by four things:-

1. The inability of a lot of the software to actually perform the calculation
2. The confusion between the Client Money calculation and month end accounting.
3. The badly drafted risk transfer and commingling clauses in TOBAS
4. The lack of a trust account for insurer money, and a failure on their part to be specific on banking arrangements
